It's quite common to make a change in a design that reverberates across many parts.  In leading 3D modelers, parts tend to be independent, and this workflow is often referred to as Bottom-Up.  This means that a dimensional change that affects several parts requires the change be implemented on each part separately and then the whole assembly checked for errors.

The design shown created in To3D. It's a very flexible design and when parts change, all the holes still line up, and the parts still fit together properly.
